Arunachal Governor J P Rajkhowa sacked
New Delhi, Sep 12: Jyoti Prasad Rajkhowa, who refused to quit even after being nudged by the Centre, was today sacked as Governor of Arunachal Pradesh.
A Rashtrapati Bhavan communique said Rajkhowa "shall cease to hold the office of the Governor of Arunachal Pradesh".
President Pranab Mukherjee has asked Meghalaya Governor V Shanmuganathan to discharge the functions in addition to his own duties, until regular arrangements are made, it said.
Rajkhowa, who was appointed the Governor of Arunachal Pradesh on May 12, 2015, was the first gubernatorial appointee of the Modi government and has also been sacked by it after informing the President that it has "lost trust" in him.
Union Home Minister Rajnath Singh had called on the President last week and conveyed to him that Rajkhowa's continuance in the post has become untenable after the Supreme Court's observations against him over dismissal of the Congress government in the state.
The Home Minister's meeting with the President came after Rajkhowa refused to step down despite a nudge by the Centre to put in his papers after the Supreme Court passed serious strictures against him over the dismissal of the Congress government last year.
A defiant Rajkhowa had said he would not step down but was ready to be sacked.
"I want the President to dismiss me. I will not resign.
Let the President express his displeasure. Let the government use provisions of Article 156 of the Constitution," the Governor had told a Guwahati-based TV news channel.
Rajkhowa said he had been asked to resign "on health grounds" weeks after the Supreme Court had restored the Congress government in Arunachal Pradesh and censured him.
Rajkhowa had also written to the President explaining his position and the letter was forwarded to the Home Ministry by Mukherjee.
However, when the Home Ministry submitted a detailed report on the Governor to the President, he finally sacked Rajkhowa today.
Rajkhowa, a 1968 batch IAS officer, had retired as Chief Secretary of Assam before being appointed as Governor. PTI

Jan Aushadhi Scheme launched in Arunachal
ITANAGAR, Sep 12: The "Jan Aushadhi Scheme," an initiative of the Union Government to make available quality generic medicines at affordable prices to all, especially the poor, through outlets known as Jan Aushadhi Stores (JASs), was launched in the State by Union Minister of State for Road Transport & Highways, Shipping, Chemical and Fertilizers Mansukh L Mandaviya here at Banquet Hall on Monday.
Presently, more than 250 Jan Aushadi Stores are in operation across the country and proposed to open another 3000 stores in next few years.
The State Government is committed to ensure all support for running of the Jan Aushadhi Stores.
"With the launch of the scheme, people will now be able to procure medicines at much lower costs, Chief Minister Pema Khandu said after the scheme was launched by the Union Minister.
Pema hoped the scheme will go a long way in taking up the challenging task of providing affordable health care to one and all throughout the country, including Arunachal Pradesh. He expressed gratitude to the Central Government, especially Prime Minister Narendra Modi for initiating and launching the scheme.
The State Government has also taken up an active role in this regard and from our own State resources, steps were taken to provide affordable medicines in the form of generic medicine to the common masses, Pema said. He urged the State Health Department to work tirelessly and make all out efforts to make it a huge success so that the underprivileged get access to affordable medicines on time.
The responsibility of the state Health Department would grow exponentially after the signing of the Memorandum of Understanding with the Bureau of Pharma Public Sector undertaking of India (BPPI) and Rogi Kalyan Samiti for implementation of the scheme in the state. I am sure that the Health Department will rise to the occasion, Pema added.
Reiterating the State Government's commitment to ensure better and cheaper health care facilities to the people, Pema said that no stones will be left unturned to make this scheme a successful one.
Disappointed by Govt apathy, Talo people appoint teachers of Govt HS School

ITANAGAR, Sep 12: The teacher shortage especially that of subject teachers has become major problem which is affecting government schools across the state. The state government has not been able to solve this problem till date. Govt. Higher Secondary School Talo under Yachuli circle in Lower Subansiri district has also been affected by shortage of subject teachers. The said school was upgraded in 2009 and since then has been functioning without subject teachers. Despite repeated appeal to education department they could not post subject teachers in the school.
However, instead of sulking over failure of education department to post teachers, the people of Talo area led by Gaon Burahs decided to take matter into their own hand. After their efforts did not yielded any result, the Talo Literary Cultural & Society (TLCS), PRI Leaders and Talo Gaon Bura Association jointly decided to sponsor and recruit the much needed subject teachers of History, Political Science, Economics and English for the current academic session 2016-17.
Accordingly wide publicity was carried out in local media in this regard. Today the walk in interview was conducted and many highly qualified candidates appeared for the interview. In true sense the people of Talo area have shown that if there is will there is way. They did not wait for government which could have put future of students at risk. For now they have set an example for others to emulate.
MLA and district officials take stock of rain damage at Dari
AALO, Sep 12: MLA Basar, Gojen Gadi, West Siang Deputy Commissioner, Gamli Padu accompanied by ADC Basar, T. Bage, Dari CO Ejum Angu and host of HoDs from Aalo and Basar visited Dari circle which has been badly affected by the flash floods and cloud bursts of Sep 11.
A trail of devastation has been left along the river course with visible cracks and landslides in the adjoining hills due to cloud bursts in Dari circle. The irrigation channel to the WRC fields have been breached, livestock lost, while many dwelling houses, schools and roads etc are under threat but essential services like electricity, drinking water and surface communication have been restored under the initiative of the district administration.
The road connecting Dari circle which was completely washed away by the flood has also been restored temporarily by the people of Ego Banggo on self help basis.
The DC has instructed the local administration to provide immediate relief to all affected in time and all departments to make estimates of actual damages. The DC added that a meeting with related departments will be held to work out ways and means for restoration measures of the hydel, school, irrigation channels etc. The DC also inspected the site for establishment of Kodum Circle.
Basar MLA, Gojen Gadi informed that Rs.1 crore has been requested from the state government as immediate package to tide over the urgent crisis. Gadi asked the Circle Officer Dari to form a committee to look into the implementation aspects in an effective way.DIPRO
AAPSU calls for posting of teachers in rural areas
ITANAGAR, Sep 12: Appealing for rationalizing the teachers transfer and posting, the All Arunachal Pradesh Students Union (AAPSU) stated that many schools in the rural areas are facing teacher shortages and are on the verge of being defunct, while at the same time there is overcrowding of teachers in government schools located in urban areas.
In a release, AAPSU has requested the state government to involve all the stakeholders in carrying out various reforms with regards to the educational scenario in the state.
Reiterating its demand for establishment of a CBSE regional office at Itanagar, AAPSU urged the state government to initiate necessary initiatives in this regard stating that the then Union HRD Minister had given positive assurances on behalf of the Centre when the AAPSU team had called on the former.
Stating that most of the Govt colleges and schools are lying in dilapidated condition, AAPSU called for sanctioning a one-time special package for infrastructural development in all the educational institutes, to be taken up on priority basis.
Further, the AAPSU also strongly urged the state govt to make the proposed Sainik School sanctioned for the state functional by the next academic session.
Uncle Moosa - Modern age hero

On its special anniversary issue "Civil Society'', a Delhi based magazine featured a man on its cover page this month for his outstanding contribution for the children of remote areas of Arunachal Pradesh. He is a young man of 65. Yes, age is just a number for him and work is a fun. When at his age most people take shelter to walking stick, medicine and enjoy a life free from social responsibilities, he is quite contrast.
He works ceaselessly, moving from Dibang Valley to Lohit and to Anjaw or to Wakro with only one mission: to spread joy of reading among children. No weather condition can beat him; no landslide can stop him from reaching his destination in remotest of the remote area, be it in Anjaw or in Dibang Valley.
He could ride at the back of a BRTF vehicle or walk solemnly with his carton loads of books to negotiate any distance if it is a reading promotion programme for children always with a brimming smile. He would locate a school, spread out his colourful books, magazines and periodicals for the children to see. Then he reads out stories aloud, recites poems and conducts a drawing and painting competition, gives away prizes and off to another location.
People, especially young children are very fond of this man wherever he goes. He is Uncle Moosa a man whose mission in life is to spread the joy of reading.
Sri Sathyanarayan Mundayoor nicknamed as Uncle Moosa for his prophetic mission and gesture among his fans.
Born in Kerala, he has been wandering in the wilderness of Dibang Valley, Lohit and Anjaw since last 37 years forsaking a lucrative government job as a revenue officer in Mumbai for promoting joy of reading and to instill reading habits among children outside of their text books. Wherever he goes an electrifying atmosphere prevails. Within minutes of his arrival children huddled enthusiastically, flip through the pages of colourful books and listen to his stories in gaping mouths. He would read, recite, act and narrate stories for them. In this way he goes on motivating, mobilising, encouraging and even assisting the children to read more and more and many more books.
"Books are your access to the best minds in the world. They distilled into essence what often is life time learning into a few pages. It is where you discover ideas, tactics and habits that are seed to success," uncle says to children.
He emphasises on rural children in remote areas who have a very little scope of exposure to reading besides their text books.
In his early days in Arunachal, he established the first children's library in Etalin (Dibang Valley). Then he started Lohit Youth Library Network based at Tezu and thereafter 13 libraries in Lohit, Anjaw and Dibang Valley district. Though he oversees all libraries from time to time but all are run by equally enthusiastic volunteers during their off hours in school. He has also started a home library movement entrusting books to volunteers who in turn distribute and collect the books to children.
It is a great success when Apna Vidya Bhavan's (Wakro) volunteers carried out this during their vacation. Lohit library network has picking up momentum day by day. Young minds are getting interested in books. Articles, stories and paintings of young readers have started appearing in different children's magazines of national reputation. Even magazine editors are requesting for stories from young readers. "…looking forward to many more creative pieces from your children," writes Geeta Menon, the Editor, Children's world recently while congratulating Uncle Moosa for his noble deeds.
To give his mission a further boost he has coordinated visits of famous children writers like Manas Ranjan Mahapatra, Editor, NBT (National Book Trust) , New Delhi, Navaneeta Deshmukh, Puducherry, Vaijayanti Tonpe, New Delhi, and P.N. Ramachandran, film director and producer from Mumbai. They have not only graced their visit but also conducted several reading promotion programmes in all these districts.
His love for Arunachal is never ending. He authors a folktale story book depicting folk tales of Arunachal tribes in Malayalam which is so much appreciated that it is running into a second print.
His selfless action, noble mission and altruistic motive draws a huge fan following everywhere. In recognition of his dedicated service AWIC (Association of writers and Illustrator for Children) awarded him AWIC ROLL OF HONOURIN 2007 for promoting reading habits in Arunachal youths. Times Now TV featured him as Amazing Indian and in a survey conducted by Times group titled him as Hero of Modern Age.
In its publication Reliance Company under title 'Do Good' he finds the first place under a headline "Sri Sathyanarayan Mundayoor proved that the light of literacy could brighten every child".
More recently the prestigious Hall of Fame award from the Civil Society adds another feather to his hat. Despite all these honours and awards he remains nonchalant. Whenever a compliment is given to him he says "There are so many faces behind the screen to materialise our mission. Why should I be given all the credit" with a smile.
Let our land be blessed with many Samaritans like Uncle Moosa who tries to illuminate young mind and making a difference. (The writer is a BEO in Anjaw district.)
Mein calls for preservation of culture and traditions
PASIGHAT, Sep 12: Deputy Chief Minister Chowna Mein urged the people of the state to preserve and protect their age-old culture and traditions for identity.
Addressing the huge gathering at the cultural night of the Mega Solung celebration at Giidii Notko, Pasighat on Monday, Mein stressed the need to carry forward our legacy of culture, traditions, folk songs and dances for identity.
"We must preserve and promote our folk songs and dances in parallel with the modernization. Traditions and culture must be preserved for posterity since it is directly related to identity of an individual, a tribe and a society. We must zealously guard it, as we are few in the world who can still boast about it" Mein said, adding that onus lies on us to further passing it down to the next generation.
He also said, "Our Govt is a secular one and importance to every tribes and cultures would be equally given". And in the same line, the North East Festival was recently organized at Mumbai to showcase and to make familiar the rich cultures of eight sisters with the mainland India, he said.
He lauded the democratic set up of the Adi society terming it as one of the most democratic amongst the tribes, especially in matters of local justice delivery system and social structure.
He further said, "being one of the largest tribes in our state, Adi brothers and sisters have a moral duty and responsibility not only in preserving the traditions and culture but also in fostering unity and to take the state forward in all fields".
Our state is blessed with abundant natural resources including hydropower and minerals, he said and stressed on harnessing these potentials to its fullest.
The government has taken many reformative measures in the department of finance for smooth functioning of the line departments as well as for the public, the DCM said, adding that various financial innovative policies for the future course of development are also being initiated by the govt.
He also highlighted about the innovative measures taken by the govt in Information Technology Sectors and informed that the steps are being taken by the govt. to digitalize and transforming it to e-governance for easy and simplified governance.
He said that till date three departments viz., IT Department, the Department of Personnel and Administrative Reforms have been digitized and the govt is contemplating to digitize other departments in phase wise manner to make electronic paperless office.
He also informed about the efforts of the govt to rope in services of Corporate Sectors in social sectors development of the state. He said that the govt is putting sincere efforts to generate state's own resources and to attract private investment. He informed that govt is constituting Arunachal Pradesh Investment Advisory Council wherein best brains from industry shall be engaged to advice the state govt in leveraging investment in our state.
He appealed to the people to have welcoming attitude and create conducive atmosphere for the investors to come and make them felt secure and invest in our state.
Speaking on the occasion, Deputy Speaker Alo Libang, also called for preservation of traditional cultures and customs in its original form by maintaining original ethos and values.

Governor suggests for surprise checking and 'Flying squad' to arrest malpractices
ITANAGAR, Sep 12: Minister for Transport etc Jomde Kena called on Governor JP Rajkhowa at Raj Bhavan on Monday and briefed him on the initiatives taken by the State Government to strengthen the transport system in the State.
The Governor exhorted that State Transport and State Public Works Departments must work hand in hand to provide better facilities to the people.
He also advised the minister, who holds the charge Legal metrology & Consumer Affairs for surprise checking and to set up 'Flying squad' to arrest malpractices. Such initiatives will be in the public interest and State will enhanced its revenue.

Cancel APB&OCWWB’s 16th Board Meet resolutions: JWCAPRTU
ITANAGAR Sept, 12: Joint Working Committee of Arunachal Pradesh Registered Trade Unions (JWCAPRTU) have demanded the state government to declare null and void all the decisions and business transactions taken up by Arunachal Pradesh Building & Other Constructions Workers Welfare Board (APB&OCWWB) in its 16th Board Meeting held on June 16, 2016.
A team of JWCAPRTU led by its chairman Changma Tajo and secretary general Kenkar Yomcha called on Chief Minister Pema Khandu and apprised him that the APBOCWWB in its 16th meeting held on June 16, 2016 has approved various schemes involving crores of rupees including the annual budget for 2016-17 in complete violation of Rule 256 (3) of BO&CW(RE&C) Act, 1996, which clearly states that no business shall be transacted at any meeting of the Board unless there are atleast 6 members present.
JWCAPRTU claimed that the said meeting was represented only by three trade union leaders as Board members.
Accordingly, the JWCAPRTU also demanded to recall the recent advertisement published in some section of local news inviting Tender Notice for procurement various items, such as Led TVs, Rain coats etc and walk-in-interview for recruitment of Registering Officers, UDCs, LDCs, Drivers and Peons etc and termed it illegal and against the Acts and Rules of Building & Other Constructions (RE&CS) Act 1996.
The JWCAPRTU also placed various demands before the chief minister for the welfare of labour community of the state and registered workers of the Board, which included, among others, establishment of separate school for the children of labour in every district, separate hospital/dispensary for labour communities in every district, separate labour co-operative centre for labour communities in every district, Grant of one time corpus fund for regularization of staffs, pay enhancement, appointment of full-fledged Chairman and Member Secretary of the Board, discontinuation of ex-officios, timely release of wages of Casual/Contingency workers and release of Adhoc Bonus for the year 2009-2010, appointment under compassionate ground, Reservation of 75% seats in Category of group C & D post in favour of Contingency/Casual workers, regularization of ALCs, reservation of 80% jobs in PSUs like NEEPCO, NHPC etc. under the Arunachal Pradesh especially in category of group C & D, establishment of Labour Court in the state.
With regards to appointment of the chairman of the Board JWCAPRTU observed that most of the time Chairman of the Board is appointed amongst the MLAs and Ministers with dual charges which adversely hamper in smooth functioning of the Board. The chairman of the Board should be appointed from amongst retired IAS officers or amongst Trade Union leaders for welfare of labour community of the state, the JWCAPRTU opined.
Meanwhile, the Chief Minister after a patience hearing assured to take up the matter with the concern ministers and department immediately and promised to address the grievances at earliest. He also advised the union leaders to work united for upliftment of labour class of the state.
JWCAPRTU comprises of various workers unions including All Arunachal Pradesh Labour Union, All Arunachal Pradesh Mazdoor Union, All Arunachal Pradesh Motor Transport Workers Union, All Arunachal Pradesh Forest Workers Union and others.
Universal Brotherhood Day observed
ITANAGAR, Sep 12: The Universal Brotherhood Day was observed at VKV Itanagar on Sep 11.
Attending the celebration, Minister Education, Honchun Ngandam said that the rich traditional culture of Arunachal Pradesh should be preserved to maintain an inclusive culture or unity in diversity in the society.
Highlighting the thoughts and teachings of Swami Vivekananda, the Minister also lauded the service of Vivekananda Kendra Vidyalayas in Arunachal Pradesh for providing quality education for the last forty years in the state.
Chief Information Commissioner, Dr. Joram Begi in his address explained the meaning of Universal Brotherhood Day and historical importance of Swamiji's address in Chicago's Parliament of Religions on Sep 11, 1893.
Secretary Education, Bidol Tayeng also attended the function.
Tagru Ruby of Class XI Science presented the Chicago address of Swami Vivekananda.
A cultural programme consisting of dances, patriotic songs, Sanskrit drama etc. also marked the occasion. Principal K Jaisankar and Vice Principal, J Guruvayya also spoke on the occasion.
Universal Brotherhood Day is observed on Sep 11 to commemorate the historic speech of Swami Vivekananda on September 11, 1893 at Chicago in the world Parliament of Religions.
At Roing, attending the Universal Brotherhood Day celebrations, ADC Ruchika Katiyal advised the students to imbibe the message of 'Unity in Diversity'. She also said that one can concentrate in any work if we have a sound mind along with sound body and soul.
Earlier, Principal VKV Roing, A. Krishnan appealed all ex-VKVians and parents to come closer to the school. Senior Teacher, S. N. Chaturvedi spoke on the importance of the day.

At Yingkiong, Deputy Speaker, State Legislative Assembly, Alo Libang recalled Swami Vivekananda's morals and teachings at VKV Yingkiong on Sunday.
Emphasising on education and health sector, Libang informed that Rs.6 crore has been sanctioned for accommodation of teachers and students at VKV, Yingkiong enabling the school to run dually at Ramsing and Yingkiong. He appealed all the stake holders to cooperate for overall development.

Earlier during the day, Libang flag off a Marathon at General Ground, Yingkiong, which was participated by around 200 men and women. Later Libang also held series of public meetings at Gobuk, Simong and Yingkiong.
DC calls for drugs free society
ITANAGAR, Sep 12: A 15 days free badminton coaching camp with the motto "Game- Best alternative therapy for drug addiction" was organized at Hawai Indoor Badminton stadium from August 28 to September 11 by 'Being Mishmi', a local NGO based at Hawai.
Anjaw Deputy Commissioner Mamta Riba, who inaugurated the programme, stressed upon the need of a drug free society and role of games and sports as a suitable alternative to achieve the goal.
While appreciating the initiatives taken up by the NGO, the Deputy Commissioner assured all possible help from district administration to create a drug free society.
She even donated few amounts from her salary for this noble cause.
"We are always ready to support anything that brings welfare for the society," she said addressing a huge gathering of public, students and employees.
The chairman of the NGO Eringso Romat called upon the youths and people in general especially from Mishmi community to save themselves from the grip of drug menace to save the society.
As an another alternative for drug addiction a group of Brahma Kumaris from Tezu were invited to enlighten the audience about meditation as a suitable antidote for drug addiction.
They elaborated on how to overcome depression, stress and family tension etc by meditation.
Akshay Raito was the main coach, who trained 25 participants during the 15 days coaching camp.
Hawai CO Rome Mele gave away certificates/awards to the participants and highlighted on the topic of MY Education My Future, the topic on which the NGO would focus in its next programme throughout Anjaw district in all schools.
Chairman of the NGO Eringso Romat said that though the 15 days of coaching was not enough to build a carrier in badminton it would go a long way in learning the basics of the sports.
Vishwakarma Football Trophy : Marcy FC, Rughu Society FC win
ITANAGAR, Sep 12: Marcy FC defeated Hunter FC 4-3 in the Vishwakarma Football Trophy Tournament at KV No 2 playground, Chimpu near here on Monday.
Dusu Apa, Dangno Mama, Konyo Sonam and Wangsu Wangto scored one each goal for the winning team. The scorers for Hunter FC were Tingnam Maham (2 goal) and Bitu Riang (1).
The second match of the day was played between Rughu Society FC and Kyoda DC in which the former defeated the latter by 1-0 goal.
The winner was scored by Tamuk Taja.
BN FC will meet Bosco United FC at 2.30 and Arunachal United FC will face CRY FC at 3.30 pm on Tuesday, according to organizing committee.
'Run for Badminton'
ITANAGAR, Sep 12: The marathon race with theme "Run for Badminton" to promote Badminton in the state was also organized at Hawai and Bomdila.
At Hawai, the race covered a distance of 8 km, wherein a total of 107 runners took part.
Cash prizes were given to the top 10 finishers. The event concluded with a speech by the Deputy Commissioner Mamta Riba on the importance and benefits of playing sports in our daily life.
President of the District Badminton Association B. Khamlai, COs R Mele, T Taga were present on the occasion, among others.
At Bomdila, a total of 244 runners, including 68 females took part in the race, which started from the Civil helipad, Pedung and culminated at Buddha Stadium Bomdila.
Winners of both men and women were awarded cash prizes. There were also consolation prizes in the both categories.
Mein visits injured police personnel
NAMSAI, Sep 12: Deputy Chief Minister Chowna Mein visited the two injured police personnel SI Dumgandu Singpho and Head Constable Inden Young Singpho at Aditya Hospital to enquire about their health.
The two police personnel were critically injured, when they were in a routine raid to nab drug peddler at Silatoo Miri village under Lekang Circle on September 10.
Taking stock of the healthcare facilities being provided to the injured, the DCM instructed the concern hospital authority to ensure better treatment for their early recovery.
SI Singpho narrated the whole incident to the Deputy Chief Minister in presence of MLA Namsai Chow Zingnu Namchoom.
Head Constable was still in ICU and doctors were providing round the clock services.
Interacting with the family members of the police personnel, DCM assured that the government will provide all support for treatment of the injured.
The DCM also provided financial assistance from his own source as an immediate relief to family members for their better treatment and purchasing medicines.

ITANAGAR, Sep 12: Arunachal Women Helpline organized an awareness camp at Ramakrishna Mission Hospital here on Monday to generate awareness among the people, particularly women folk, about the WHL, which provides support and assistance to the aggrieve women affected by any violence in both private and public space through referral services and information about government related schemes and programmes for the women.
The WHL team while highlighting the aims and objectives of the Arunachal Women Helpline, conducted on-spot counselling for people, especially women,
and distributed pamphlets containing information on services provided by the Arunachal Women Helpline.
Furthermore, WHL team gave information how to access the WHL, Helpline response and also provided information on the One Stop Centre (OSC) and the toll free number (181).
"This is very good. I really appreciate you all and I will spread the awareness regarding women Helpline in my neighbourhood and also in my village," said one of the patients of the RK Mission Hospital.
"Domestic violence can happen to anyone irrespective of race, age, sex, religion or gender. Domestic violence affects people of all socio-economic background and education levels," said the WHL staff.
WHL is organizing such awareness programmes from time to time in order to spread maximum awareness among the people and the women, who are in need of support and assistance regarding all kinds of domestic violence and other violence's and also among the people who are lacking knowledge of the women and government related schemes and programmes, according to a WHL release.
AIMSU demands checking of infiltrators

ROING, Sep 12: All Idu Mishmi Students Union (AIMSU) has expressed serious concern over growing number of infiltrators into Dibang Valley district in search of Paris Polyphylla, commonly known as Jangali Kochchu, having medicinal values.
Apart from the illegal trade of natural resources infiltration of the outsiders is causing a serious threat to the sanctity of the otherwise peace loving people of the district", said AIMSU GS Eha Mili.
AIMSU said that this process may affect local customary laws and social taboos, and may also cause severe harm to the demography of the district.
He was apprehensive of communal disturbances in near future if it is not checked immediately. He cited few incidences of confrontation between the outsiders and local villagers in the recent past.
The union cautioned all those local people, who are bringing the outsiders as labourers, to send them back within a stipulated time.
Landowners should not give shelter to them and they will be solely responsible for any unforeseen incidents in the near future, the union warned.
It is our duty to protect our culture and preserve our natural values and resources, added Mili.
Awareness progs on disaster management concludes
ITANAGAR, Sep 12: The three-month long series of community awareness programme on Disaster Management and Swachh Bharat Abhiyan organised by District Disaster Management Authority (DDMA) Capital Complex in collaboration with the 12th Bn NDRF Doimukh and the Itanagar Municipal Council concluded at Aniya Village, Nirjuli on Monday.
Awareness programmes were organized in 23 government schools with their feeder schools and 10 colonies, including various vulnerable locations of the Capital Complex that are more prone to disaster, with an aim to generate awareness among people about the various do's and don'ts and safety tips on how to prepare oneself during disasters.
The NDRF team also conducted demonstration on rescue operations, first aid during disaster and also highlighted the use of improvised tools/methods from locally available resources.
During the programme, Councillors and officials from IMC also participated to generate awareness about Swachh Bharat Abhiyan in order to instill the sense of sanitation and personal hygiene among people.
They also briefed on the Solid Waste Management that is currently functional in the Capital Complex and appealed to the people to cooperate in the door to door garbage collection programme of the IMC.
Administrative officers EAC M Padung, EAC Tame Yajum, EAC Hento Karga, EAC Jiken Bomjen, CO Neelam Teji and Co Marina Siram, were in-charge of the programme and briefed the denizens on the need for organizing such programmes.
Highlighting the ill effects of drug menace, the administrative officers asked the people especially youths to refrain from such bad habits. They also appealed the society to come together so that such an evil could be totally uprooted from the society.
"Many people die due to ignorance and lack of knowledge on disaster preparedness," opined Capital Complex Deputy Commissioner Sandeep Kumar Singh. He hoped the three-month-long awareness campaign would go a long way in sensitizing people about disasters and reducing disaster risks among people.
Sandeep thanked the school authority, Itanagar Municipal Council and the denizens of the Capital Complex for cooperating with the DDMA for the successful conduct of the programme. He also lauded the effort of DDMO Thutan Wanchu and FO Jogam Angu Gusar for successfully conducting the programme.
Awareness camp on paddy cum fish farming
AALO, Sep 12: A day-long awareness camp on "Paddy cum Fish farming" was organised by Fisheries Department in collaboration with PRI members at Bogdo, Dego and Panya villages on Monday.
Commissioner Fisheries, Huzar Lollen, DFDO, Kenbom Chisi, ASM, Remi Lollen and PRI members of Bogdo, Panya and Dego village, farmers and fisheries staff of DFDO office Aalo attended the camp.
Interacting with fish farmers and PRI members, Commissioner Lollen informed about the programmes and policies of the fisheries department and encouraged unemployed youth and farmers to take fisheries activities in the village for self employment. He discouraged the use of pesticides and weedicides and encouraged for eco-friendly method with paddy cum fish farming.
The Commissioner is on a four days extensive tour to the district to know the first hand knowledge of various subsidy schemes being implemented by the fisheries department of the district. He visited Kombo Tarsu, Darka etc and inspected all the facilities of fisheries department.
Speaking on the occasion, DFDO, Kenbom Chisi stressed on the importance of paddy cum fish farming and request all PRI members to cooperate with fisheries department of the district for successful implementation any govt. aided programmes. He also appealed all PRI members to select a genuine beneficiary for implementation of any subsidy scheme.

Distribution of piglets among tribal women
BASAR, Sept 12: A total of 40 women beneficiaries were distributed with piglets in the ICAR-National Research Centre on Yak, Dirang conducted programme entitled at Old Bam village in West Siang.
One crossbred piglet, tarpaulin and basic veterinary medicines were handed out to the women.
Retired Principal, Govt. Hr. Secondary School, Basar, Tojo Bam thanked the Director ICAR-NRC on Yak, Dr. S. M. Deb for approving the programme and urged upon the women to scientifically rear the piglets as told by the scientists. Dr. Joken Bam and Dr. Sourabh Deori, scientists coordinated the programme.
'Release margin'
ITANAGAR, Sept 12: The Arunachal Pradesh Fair Price Shop Dealers Welfare Association has sought immediate release of the pending margin commission for fair price shop dealers in distribution of rice item under AAY/PHH schemes under National Food Security Act from April to September this year.
In its representation to the chief secretary, it informed that ever since the notice was issued for implementing new schemes of AAY and PHH, rice is being distributed to the card holders at fixed rate of Rs 3 per kg without margin for their distribution efforts.
'The fair price shops are compelled to pay same rate of Rs 3 per kg to the concern wholesale nominee and at same rate the rice is being sold. Fair price shop dealers are putting multiple efforts and investment, room rent, charges etc and with no margin in distributing the rice under the new scheme, dealers are facing extensive losses and hardships,' it said.
The association has warned of discontinuing the distribution of rice to the beneficiaries from October next if the pending margin is not released by September 30.
APRB senior officer passes away
ITANAGAR, Sept 12: Tapan Kr. Deb, a senior officer of Arunachal Pradesh Rural Bank passed away at around 1 pm on Monday at a hospital in Guwahati following a cardiac arrest. He was 54 and leaves behind his wife and two sons.
Having born on 27th May 1962, he joined Arunachal Pradesh Rural Bank as a first batch Probationary Officer in the year 1985 and served in different parts of Arunachal Pradesh as Branch Manager and as a Manager Advance since 2007 in the APRB Head Office with his fullest capabilities.
The members of APRB family expressed deep shock at the sudden and untimely demise of Deb. In a condolence meeting the APRB members conveyed deep sense of condolence to the bereaved family and prayed to the almighty to give them enough strength to bear the irreparable loss. May the almighty give his soul eternal peace.
AAPLU Unit seeks students' stipend
ITANAGAR, Sep 12: The All Arunachal Pradesh Labour Union (AAPLU), Capital Complex Unit claimed that the hostel of Government Residential School, Nirjuli village-I has been closed from September 9, 2016 following the non-release of students' stipend of last eight months.
In its letter to Chief Minister on Monday, AAPLU unit informed that the said Govt. residential school has no proper boundary wall and road connectivity. It further added that most of students studying in residential school are hailing from humble background. The union further urged the authority to release the student stipend as early as possible.
ALSDSU to go with bandh call
ITANAGAR, Sept 12: With repeated indifference to its demand by the state government, the All Lower Subansiri District Students' Union (ALSDSU) has decided to go ahead with its 2nd phase of 36 hours Lower Subansiri district bandh from September 14 to 15 next.
The union has been demanding immediate maintenance of road stretch from Potin to Bopi, execution of Trans-Arunachal Highway (TAH) and action against illegal govt land encroachers. Earlier, it observed its 1st phase of 12 hours district bandh on August 11 last.

The police have not been able to arrest the killer of Dsp Bomto Kamdak till date. Late Bomto was killed when his police team attempted to arrest one Tagiuing Yangfo. Such kind of attack on policemen during the line of duty is increasing in the state. In capital complex traffic police has also been at receiving end of the rogue drivers. Many cases of brutal assault on traffic warden have been reported in twin town of Itanagar and Naharlagun. It is unfortunate that instead of cooperating the people are trying to protect drug peddlers by attacking policemen. It is widely known that some parts of eastern Arunachal like Namsai district is battling serious drug abuse problem. If locals do not extend support how can police act against the drug peddlers? Similarly if capital denizens do not support traffic warden the traffic condition will further worsened. Without citizen’s support police alone will not able to change Arunachal.

In this regard Galo Students Union (GSU) would like to clarify that our intention was neither to communalize nor drag any clan/community into the issue.
Our intention was to make sure that justice is delivered to the victim and his family by making a humble appeal to the state government and its law enforcing agencies. The GSU’s appeal was made following the delay in arresting the culprit by police. Our intention was never to malign the image of any clan, community or tribe. We also express our dismay over the delay in arresting criminal Tagyung Yango, involved in the assassination of DSP Seppa, Bomto Kamdak. We appeal each and every community to fight against crime and criminals together, as they do not belong to any community or religion.

Humanity dying
Dear Editor,
Recently in news report we saw how a man in Odisha walked with his wife’s body for 10 km from the hospital where she died. It is reported that the hospital authorities were hesitant to provide him an ambulance. In another case, a poor man’s son died on his shoulders in Kanpur as the hospital denied him the admission. These incidents would definitely evoke anger in any individual with a minimum sense of humanness left in them. We always hear people shouting at the top of their voice that we are a great nation. I seriously believe that hypocrisy has become the face and language of our country.
Incidents such as these are thorn pricking and we need to know as to what should we design ourselves as. As for nation, it is definitely a different entity from a country. When a group of people live with no common goal and respect for each other and live their way of life it remains a country, whereas, the same country becomes a nation when people love each other and live for a common goal with lot of emotional connect. In a nation there is scope for you to wipe out the other man’s tears but in a country you become more selfish and irrational. Hospitals are meant to be the center of solace for the patients. But often we get to know of kidney racket being run by doctors and many poor people trapped in it. We are transplanting ourselves from a world of self sacrifice to a world of ‘selfie with the death’. Both these real life incidents would have opened up platforms for discussions and rethinking as to what should be the systemic resurrections of our social system required to be done to treat a man as a man.
As for the hospitals, death is a routine affair and the sufferings and death of a person are personal matters of the bereaved family. However it is strange to see the transformation that is taking place in the Indian minds. With no more repentance we can bypass an accident scene where the hapless victim in a pool of blood meets his end. And we, with great curiosity and insensitivity upload ‘a selfie with death’ in Facebook and wait for the apathetic comments and likes. Way back in 1990, as a boy, it was the first time I met the terror of death face to face. It was in a Govt. Medical Collage where I found a young lady, who was of course unknown to me, struggling to breathe and a child smaller than me, presumably her son, stood nearby helpless. People in the ward remained emotionless except her son and I who cried at the horror of death and totally panicked. I ran to the duty nurse who just arrived for the night duty but she received my laments with an apathetic smile. By the time she reached the young struggling lady ceased to breathe anymore.
Death is a foul friend who comes from behind the back and closes our eyes; a universal reality that comes in the form of any mishap or disease but for the common man, the suffering before and after death is a haunting nightmare. It seems constant training is required for all to retain the lost empathy. Our social system should be enriched with strong and constant ethical processes and they should be started at the bottom line that is at schools. Both elementary and professional educational systems should have syllabus enabling the youth to be more compassionate and ethical. Humanness should be our soul policy and we cannot, at the same time, live with the dryness of a desert in our heart. For us, now it is time to take a selfie of our real image; a selfie with sense, sensibility and sensitivity.
